SCORPIO Transport & Manning Service, Inc. (STMSI) is a service company established in Makati, Philippines on October 09, 1990 primarily for the purpose of providing Filipino crew management services to international shipping clients.

STMSI was duly registered with the Securities and Exchange Commission (SEC) October 09, 1990. It is operating under a license issued on January 18, 1993 by the Philippines Overseas Employment Administration (POEA) for the recruitment, selection, processing, and development of seafarers.

STMSI provides Filipino crew management services to international shipping clients operating vessels.

The company is located at the 6th Floor, Pierre N Paul Building, Antonio Flores St., Ermita, Manila, Philippines and is staffed by people with in depth knowledge and experience of the company’s business.

The Quality Policy of STMSI is:

To provide an efficient and cost-effective crew management service to our Principals by providing them the most qualified and competent crew while protecting the basic rights of the crew members, giving them equal employment opportunities, and protecting their welfare. Efficient and cost-effective crew management service involves the deployment of qualified, competent, and medically fit seafarers in accordance with international shipping standards on time every time.

STMSI is totally committed to comply with the requirements of its customers and to continually improve the effectiveness of its quality management system.

The quality management system provides instruction and procedures for:

  1. A clear understanding of the needs expectations of its customers, its seafarers, and suppliers
  2. The proper selection and recruitment process of seafarers in compliance with its Principals’ requirements and the relevant statutory rules and regulations
  3. The provision of the necessary human and infrastructure resources for the successful implementation of this policy
  4. Measurable quality objectives established at all departments concerned
  5. STMSI performance as a service provider to be measured, analyzed and improved upon

Our quality objectives are:

  1. To provide quality seafarers by deploying only those who are well-qualified, competent, physically and medically fit, reliable, and hard-working
  2. To maintain a pool of manpower in order to provide quality seafarers to the Principals even at short notice
  3. To upgrade the company’s personnel qualifications by providing further training with either in-house or follow up seminars conducted by authorized training schools
  4. To implement and monitor conformance to the ISO 9001:2008 Standard, Maritime Labor Convention of 2006, and the requirements of POEA,MARINA,TESDA,MTC,STCW(as amended,) IMO, and ISM Code
  5. To provide adequate facilities, proper maintenance of equipment, and work place conductive to a good working environment
  6. To meet the Principal’s implied needs such as provision of accurate billings by employing competent accounting personnel

        This quality policy and objectives shall be understood and maintained by all staff of STMSI.
